Mayor 1887
He was born at Birmingham in 1843, the son of John and Ellen Proctor and attended St. Thomas's School in that city. In 1864 he arrived in South Australia and worked in his saddlery trade. Following a period in Goulburn, he arrived in Armidale in the early 1870's. He established a saddlery business and married Mary Doak on 11 February 1872. In 1884 he became the landlord of the New England Hotel. Apart from his municipal and business matters, he also became a member of the Armidale Amateur Dramatic Company.
He died in 1926 at Kogarah.
