How will the East Mall Project be run?


Timeframe

The East Mall project will be undertaken over the next 9 months. The project is set to commence in November and is scheduled to run until Mid July 2024.

Consultation

The project will involve multiple rounds of consultation which will be announced throughout the project. Feedback from the community and key stakeholders (business owners and landowners) will be critical to producing a plan that is supported by the community and key stakeholders and therefore is able to be endorsed by Council.

The project therefore involves numerous stages of concept plan development where feedback will besought each time a plan is developed.

Consultation will occur via project updates on our website (including opportunities to Have-Your-Say), on social media, in-person at a ‘shop front’ operation which will be held in the Mall at key stages throughout the project (location TBA) and at Council meetings.

High level concept plans - first consultation

Initially consultation will be undertaken on multiple high level concept plan options which reflect the above design criteria.

The concept plan options will be placed on public exhibition for feedback.

The community will be asked to comment on the plans and the key design ideas they would like to see included as the plans are revised.

Revised concept plan - Second Consultation

Once the feedback has been collated from the exhibition of the high level concept plan options, a revised concept design will be prepared. Feedback received during the initial consultation phase and the proposed revised concept design will be presented to Council for further consultation.

Final detail concept plan - adoption of plan

Once the feedback has been collated from the exhibition of the revised concept plan, a final detailed concept design will be prepared. Feedback received during the second consultation phase and the proposed revised plans will be presented to Council for its consideration in adopting the plan. Ultimately, adoption of the plan by Council will depend on the feedback received during the consultation phase.

What happens now?

Council has engaged King & Campbell to assist in the development of concept plans for the East Mall detailed concept design project. Council and King & Campbell have closely reviewed the feedback received during the 2017-2018 Mall Revitalisation Project and will ensure that the feedback received during that time is considered in the development of the new concept plans.

It is noted that Council is at the very early stages of the project, and has only recently awarded the tender, as such no revised plans have been developed yet.

At this time it is envisaged that consultation will be undertaken with the community in early and mid 2024. Noting the school holiday period, it is anticipated that the initial draft concept plans will be placed on exhibition in March. In the intervening period, Council, key stakeholders and the consultant will be closely reviewing all past plans and community submissions made on the CBD projects that are relevant to the East Mall. This will then be used to inform the preparation of the high-level concept plans that will be placed on public exhibition.

When will I know more and how do i keep informed on where the project is at?

Project updates will be provided over the duration of the project. These will be via social media posts, face to face meetings with the consultant, online feedback via Council’s ‘have your say’ page, online via this page, and via media releases.

Key consultation phases have been scheduled to occur between February and May 2024.
