The Sydney Morning Herald, 25 November 1905 announced the death of 'William Consett Proctor, solictor, ex-M.L.A. for New England, aged 55 years' at Ryde. He was born in 1850 in Leicester, England the son of John and Ellen Proctor. He arrived in NSW in c.1852 and married Kathleen Roberts at Woolharra on 30 October 1878. Following his divorce in October 1897, he married Julia Cusack in Sydney on 24 August 1903.

A resident of Dulwich Hill, he died after an illness extending over a period of two years at Ryde. He spent most of his whole youth in Armidale and in January 1874 was farewelled from Armidale 'owing to his intended departure from Armidale ... for the purpose of completing his legal education'.In his twenties he commenced business in Armidale as an attorney and lawyer by 1877 and later entered a partnership with Mr J.A. McDonald. After several years, McDonald purchased the business and Proctor moved to Sydney to establish a business. By 1886 he was also director of the Mercantile, Land and Investment Society and Universal Land Building and Investment Society. In the early eighties, he contested the seat for New England and served as MLA for New England from 2 December 1880 unitl 26 January 1887. His parliamentary duties interferred with his private practice and he was compelled to leave Sydney for Lismore. The business was not successful and he returned to Sydney where he remained until his death.
