Coronavirus response

We have all witnessed the global response to COVID-19, in-particular the advice from the Australian Government to implement immediate community safety social distancing policies to enable Australia to reduce the rate of infection and the potential impact on our medical services and hospitals.

In response to the Coronavirus challenge Armidale Regional Council will be taking measures to help ensure public safety and slow the spread of the COVID-19 virus in our community.

Importantly, Council wishes to reassure the community that it will remain operational and maintaining essential services. However, some non essential services and scheduled events will see some temporary changes and cancellations. Furthermore, many of our office staff will be practicing responsible social distancing by working remotely from home or alternative sites.

The below table provides an overview of Councils approach to maintaining business continuity through the COVID-19 Pandemic. Please understand that the status on some services is subject to change as advice from government and health authorities change.

Civic Administration Buildings, Armidale & Guyra

Over the counter service reopens Monday 22 June.

Armidale – Monday to Friday between 9am and 4.30pm.

Guyra – Monday to Friday  between 10am to 4.30pm.

Development Application and Assessment

Officer on Duty between 9am and 11 am each morning

Lodgments made online

How to lodge online:

  • Register for a NSW Planning Portal account to start your application.
  • Log in to complete the online application form. You will need to submit a Statement of Environmental Effects and a Cost Estimate Report. You may be required to submit further documents to support your development application.

All fee payments to be made online.

Communication with Council staff performed via email and over phone.

Approvals delivered electronically.

Consultations can be made by appointment.

The Armidale Regional War Memorial Library & Guyra Library

Open from 1 June with restricted hours

Online services operational.

Opening Hours

Guyra library – Monday to Friday  between 10am to 5pm

Saturday – 10am - 1pm

A maximum of 40 people permitted inside at any one time

Armidale library – Monday to Friday between 9.30am to 5.30pm

Saturday – 10am to 1pm

  • Computer sessions extended to one hour
  • Meeting rooms available for booking. Conditions apply.

The returns chute is open 7 days. 

From Monday 7 September 2020, there is no maximum visit time.

Parks, Sports Grounds & Recreational Facilities Open

Public spaces including playgrounds, skate parks, camping areas, BBQ facilities, public exercise equipment and Apex Lookout in Armidale are open to the public.

Any clubs or groups wishing to book sporting fields and facilities will be required to complete the booking form for use of sporting fields, along with attaching their completed NSW Government COVID-19 Safety plan.

Museums: Armidale Folk Museum, Hillgrove Museum, Railway Museum

Railway Museum – Open by appointment only

Hillgrove Museum – open Monday to Friday from 10am to 2pm. 

Armidale Folk Museum – normal opening hours, Monday to Sunday, 11am to 2pm 

The Visitors Information Centre

Open from 1 June

Opening hours

Monday to Friday between 9am and 5pm.

Saturdays - 9am to 3pm.

Sunday 9am – 1pm.

Armidale Regional Airport

Open with restricted hours

Services continued. Flight frequency determined by individual airlines. The building is closed between airline services.

Town Hall, Community Halls, Kent House and Hughes House

Open from 6 July 

Kent House and Hughes House are now open via bookings. 

Nicolli House, Guyra

Open Monday to Friday from 9am to 2pm

Friday community bus service to Armidale recommenced on 6 November.

Operating in smaller groups

Revised and condensed format adopted as advised by Ceremonies NSW and Office of Home Affairs until further notice.

We look forward to the gradual return of our regular programme of events. Council run events will be guided by the easing of Government restrictions on large gatherings as well as the timeframe to coordinate between restrictions easing and event dates.
