Leslie Thomas Starr was born on 23rd April 1907 at home at Blackhills Guyra he was one of eight children born to Tom and Amelia Starr, he was schooled in Guyra, after which he moved to Sydney to work for the railways. Mr Starr then moved to Singleton working on the railway where he met his wife Doris Burston, they had 10 children , three in Sydney , then returned to Guyra around 1934.

Lt Starr served fro three terms on Guyra Shire Council. He was also founding member of the Church of England Men’s Society and Parish Council of St James Church, member of the Ambulance committee, war memorial hospital board, national Fitness committee  and junior farmers advisory committee. He was the driving force behind the establishment of Guyra library which was named in his honour. Mr Starr passed away on 31/1/1957 aged 50.
