On Thursday 12 May 2016 the NSW Government proclaimed the formation of a new Council called Armidale Regional Council. This Council was formed from the merger between Armidale Dumaresq Council and Guyra Shire Council. Former Mayors and Councillors of the two merged Councils will be replaced by the Government's appointed Administrator Dr Ian Tiley until local government elections are held in September 2017. 

Dr Ian Tiley is an Emeritus Mayor, former Councillor and first Mayor (2005-08) of  the 2004 amalgamated Clarence Valley Council. His career in NSW Local Government has spanned over 50 continuous years, initially as an employee in senior management positions for 24 years and from 1991 to 2012 as an elected representative where he served upon five different councils. From August 2012 to October 2013 he served on the NSW Government Local Government Acts Taskforce. Dr Tiley has a very long term practicioner experience and knowledge of local government, is the Deputy Director of the Centre for Local Government at the University of New England, Armidale, NSW, holds a Bachelor of Arts Degree (2001 Political Science), a Master of Arts Degree (2003 Public Policy) from UNE and in March 2012 was conferred  a Doctor of Philosophy Degree (PhD) on the subject of Australian Local Government amalgamations with the case study of Clarence Valley Council.

Dr Tiley was appointed in June 2009 by the NSW State and Australian Governments as the initial Chairperson of the Northern Rivers Regional Development Australia Committee, and continued in that position until January 2015. He served on the former Northern Rivers Regional Development Board for six years from 2003 and on the former Northern Rivers Area Consultative Committee for three years and held a ministerial appointment to the North Coast TAFE Advisory Council from 2009 to 2014.
