Dr William Murray was born on 16 September 1848 at Portland, in Limerick, Ireland. He was educated at Scotland and Ireland. /he graduated as a Bachelor of Medicine at Dublin University. He later became a member of the College of Surgeons, England. After a period at Newcastle, he came to Armidale about 1885. He was elected to council in 1892 and became mayor in 1893. At various times he was associated with The Armidale School, the local Freetrade Association, New England Hospital, New England Rugby Football Union, the Armidale Band Committee, New England Jockey Club, Armidale Mutual Benefit Society, and the Oddfellows and Forester's Lodges. He was a trustee of the Armidale Mutual Help Benefit Building Society, a surgeon to the Oddfellow's and Forester's Lodges and Surgeon Captain of 1 Company 4th Regiment.

He died on Sunday 14 February 1897 at Herbert Park, Armidale, the residence of Mr. G.H.V. Jenkins. Following a service at St. Peter's Cathedral, he was buried in the Church of England section of the Armidale cemetery. There is a memorial dedicated to William Murray in Central Park and a water trough in his memory was placed in Beardy Street, outside the court house.
